SecFund's investment thesis centers on strengthening the national security and strategic autonomy of The Netherlands by providing early-stage financing to innovative Dutch enterprises working on dual-use solutions—technologies or products that can be used for both civilian and military applications. The fund aims to support startups, scale-ups, and innovative SMEs that contribute to the innovation needs of the Dutch Ministry of Defence and the broader defense sector. SecFund invests in companies with groundbreaking technologies suitable for both civil and military applications, contributing to both national security and economic growth. Their target is to support companies contributing to a safer future and addressing the innovation needs of the Defence sector. SecFund follows the current guidelines of the European Investment Bank (EIB) for investing in dual-use technologies: “Investing in a safe and secure Europe by supporting dual-use products, services, and technologies that benefit both civilian purposes and law enforcement or military applications, with a clear market opportunity.” The firm provides not only financing, but also expertise, access to a network of co-investors, experts, and partners within and beyond the defense sector, and venture development support to help transform business ideas into scale-ups. The Brabant Development Agency (BOM), in collaboration with the Regional Development Agencies (ROMs), manages the fund, ensuring portfolio companies receive the right support and resources to develop, market, and scale their technology. Ultimately, SecFund seeks to foster innovation, bolster national security, and generate economic growth by investing in groundbreaking dual-use technologies developed by Dutch startups and SMEs. The fund targets a capital of €100 million to achieve these objectives.
