The Ireland Strategic Investment Fund (ISIF) is a sovereign development fund managed and controlled by the National Treasury Management Agency (NTMA). ISIF operates with a "double bottom line" mandate, investing commercially to support economic activity and employment in Ireland. It prioritizes strategic investments that address significant challenges, focusing on transformational opportunities across key impact themes. The fund aims to drive innovation, connect industry players, and develop opportunities that might otherwise go unrealized. ISIF comprises both a Discretionary Portfolio and a Directed Portfolio, the latter being managed under the direction of the Minister for Finance. The Discretionary Portfolio targets investments aligned with specific impact themes: Climate, Housing and Enabling Investments, Scaling Indigenous Businesses, and Food and Agriculture. Additionally, ISIF maintains the flexibility to invest in National and Compelling investments in response to macroeconomic events. The fund's strategy is to diversify its portfolio across various regions and sectors of the Irish economy, ensuring a broad and resilient investment approach. ISIF’s investment approach includes both direct investments and commitments to funds that align with their strategic objectives. ISIF aims to contribute to the delivery of over 25,000 new homes by 2030 and actively supports the growth of Irish digital infrastructure and the offshore renewable energy sector. The fund's activities are underpinned by a commitment to diversity and inclusion, fostering a culture that informs better decision-making, creative thinking, innovation, and business performance within the NTMA. ISIF collaborates with national banks, Enterprise Ireland, and other relevant bodies to enhance the impact of its investments and support a sustainable financing ecosystem for the Irish homebuilding sector and other strategic areas.
