The Hellenic Development Bank of Investments (HDBI) is Greece's Sovereign Fund of Funds. Its mission is to develop and strengthen the investment ecosystem of Venture Capital and Private Equity (VC/PE) funds with the participation of other private and institutional investors. HDBI's core strategy is to invest in initiatives that contribute to the country's growth and finance innovation, aiming to attract private and public investment capital, manage it properly, create added value, map the country's investment and business landscape, and promote best practices based on ESG criteria. The funds supported by HDBI invest in startups and more mature companies operating in key sectors of the Greek economy. HDBI acts as a significant investment gateway to the Greek market, instilling confidence in its reliability and stability. It has forged strategic co-investment agreements with the Mubadala Investment Company (UAE) and signed a memorandum of understanding with Abu Dhabi’s state-owned investment company, ADQ. HDBI is also a founding member of the ‘Scale Up Europe Initiative,’ supporting and promoting European technology champions. HDBI manages funds sourced from the Public Investment Program and the Recovery and Resilience Fund, acting as the equity platform. Its portfolio includes 42 funds (as of Dec. 2025), with total assets under management exceeding €2.7 billion. They invest through fund-of-funds model across venture capital, private equity, and quasi-equity instruments to support Greek SMEs.
